Hydrate, hydrate, hydrate
Chapped lips are caused by lack of moisture. Drink plenty of fluids to keep your lips and body well moisturized. This will prevent chapping.

Protect Your Lips
Just like the rest of the skin, lips are vulnerable to exposure to the elements. Lots of wind, lack of moisture in the air can do a lot to contribute to chapped lips. Should your lips be dry and chapped, it would be best to stay indoors as they heal. Use a good lip balm like Blistick or Chapstick. Particularly during harsh winter weather, it is best to stay indoors. If possible, use a humidifier indoors. When going out, apply a good lip balm with SPF and tie a scarf around your face.

No licky, licky
Licking your lips is just not a good idea. Licking strips your lips of oils. The added moisture is quickly swept away by the winds.

Use olive oil on your lips especially before going to bed. You can also exfoliate your lips from time to time. Do it gently of course using honey and sugar. Other oils you can apply are coconut oil and lemon oil.
